Public Housing — Chicago's Public Housing Transformation
 

 

BPI's work on Chicago's Public Housing Transformation focuses on the following issues:

  • Comprehensive physical planning to develop public housing in successful mixed-income communities
  • Compassionate relocation procedures, sensitive to the needs of residents forced to move
  • Adequate social and supportive services
  • Building mixed-income communities that are viable and inclusive
  • Effective mobility counseling for families choosing housing vouchers, to maximize their chances of moving into neighborhoods that provide the best possible life opportunities

BPI is in a unique position to affect CHA's Transformation Plan policy development and implementation.  Important elements of CHA's plan must either conform to court-ordered Gautreaux requirements or receive the court's explicit support.  In addition, through the Gautreaux litigation, BPI has worked effectively with both CHA and a variety of resident organizations, including the Central Advisory Council — the residents' elected representative body. Through a combination of more than 30 years of public housing policy advocacy, serving on teams overseeing redevelopment efforts at eleven CHA sites for new public housing, and its history of community revitalization work at West Haven (formerly the Henry Horner Homes), BPI has developed a comprehensive understanding of both the big picture issues and critical details.
